High request volumes to the feature view layer cause the entire internal ArcGIS Server web service to be inaccessible until the database server is done processing them.

Solución alternativa

Use query definition on the whole feature layer in ArcGIS Pro before publishing instead of publishing a view of that feature class. This way, most of the pressure won't be placed on the SQL Server database anymore.
