Error
GIS Professional user type with any role does not have the Map tab in Portal for ArcGIS graphical user interface (GUI), and it is missing options to open a layer in Map Viewer as long as the item is not shared with everyone.

This issue is not reproducible. The Esri Partner user types do not include the Essential Apps Bundle, and do not have a license to use Map Viewer. It is expected that members assigned with the Esri Partner user types do not see the Map tab in the Portal for ArcGIS. Ensure the user has one of the GIS Professional user types assigned. The GIS Professional user types are GIS Professional Advanced, GIS Professional Standard, and GIS Professional Basic. Members assigned with these user types can see the Map tab in Portal for ArcGIS.Solución alternativa
Assign the Creator user type and Pro license separately.
