Gallery cards on ArcGIS Hub sites and initiatives with the Include Buttons is disabled and does not display a lift or highlight for the card when hovered over.

In the near-term there's no change the behavior of the gallery layout card to support this specific behavior. There is consideration for medium-term changes to the gallery appearance other interactions to help users understand the hovering and/or interacting with a gallery card.
