Following the ArcGIS Online June 2025 release, custom roles that have the 'View all' privilege enabled for the administrative privileges cannot see roles for the organization members.

Solución alternativa

Enabling the 'Change roles' privilege under the administrative privileges. Members section in the custom role window resolves the issue but this is an undesired privilege.
