Error
File/SDE rasters stored in a geodatabase publish as black tiles when sharing as a tile service through ArcMap 10.5.1 and below.

A tile package can be created then shared to ArcGIS Online. The behavior only happens when ArcGIS Online is designated to build the tiles server side.
Additionally, use ArcMap 10.6 as the behavior appears to not be present when attempting the same workflow.
