Hi. Because XY event layers do not have a unique ID, pop-ups and other identifying actions are not permitted. We are working on disabling these options in the context menus, but this is a known limitation. Thank you!

Solución alternativa

Export the Excel sheet to a geodatabase table, and create an event layer from the table. Pop-ups are then displayed for features of the table.
