This error message is as designed. When there is no hosted folder, it means there are no hosted services, and it correctly returns the error stating, "Failed to get hosted services." If a hosted folder is present and there are no scene services to migrate, it returns, "Found 0 migratable service(s)."Solución alternativa
Manually create the hosted folder within ArcGIS Server Manager and the MigrateSceneServices utility operates without returning an error.
