This is a known limitation in the display and output engine in ArcMap, documented as Bug NIM006938. A support article devoted to this topic is available from https://support.esri.com/en/technical-article/000002769 ArcGIS Pro does not have this limitation, thus the recommended workaround is to import the MXD into ArcGIS Pro and export it from there.
