“Error: could not access layer. Try again” is shown when trying to create a view when a hosted feature layer is in the Web Mercator projection (Well-Known ID 102100) and the organizational default basemap has a different projection e.g. RD New (28992).

Solución alternativa

• Temporarily set the organization default basemap to a basemap with the WGS84 spatial reference.
• Set the default basemap to Topo RD (vector tiled), add a data field and remove it again. Refer to http://somup.com/c3hw6Ut3qP for steps to do so. This workaround is only applicable for hosted feature layers without any data fields.
