The Add Locations tool gives a bad error when the network analysis layer references a network dataset that has not been built and has no edge elements. Build the network dataset before attempting to use it for analysis. The error messaging is to be improved to make the problem clearer.

Solución alternativa

Error 999999 does not persist after building the network dataset (right-click on the network dataset under the Catalog pane and click Build, or use the Build Network tool) and re-running the Add Locations tool.
