"ERROR 000042: Failed to create the address locator" is returned when creating an address locator (US Address - Dual Ranges, General - Single field) in an SDE geodatabase on the first attempt.

It is strongly recommended to store locators in a file folder. ArcGIS 10.4 is planned to be the last release of ArcGIS that supports storing locators in any geodatabase.

Solución alternativa

Click OK on the 'Create address locator' wizard after receiving the error. The tool succeeds.
