[EAC] In the ArcGIS Excalibur (June 2025) environment, when creating an image collection hosted web layer, the user is unable to add image files one at a time.

To add a single image file as the data source in the publishing workflow, user must click the "Browse to select or drop files here for upload" area to open the file explorer. Once open, click on the desired file and click Open in the file explorer. In order to add multiple files, you must click the "Browse to select or drop files here for upload" area to open your file explorer when choosing the data source in the publishing workflow. Once the file explorer opens, select multiple files by using the ctrl key, shift key, or other ways mentioned here: https://www.wikihow.tech/Select-Multiple-Files-on-Windows-11.
