Error
Domain values are missing from the Value drop-down when setting a filter in Map Viewer Classic if the values are added after publishing the data from ArcGIS Pro.

No plans to address this issue in Map Viewer Classic.Solución alternativa
In Map Viewer Classic, go to Change Style to edit the symbology. Under Types (Unique Symbols), click Options. Add House to the symbology list. Click OK >Done > Edit. Verify that House is now added as a feature template. Click Filter and select the Value radio button. House is now listed in the drop-down and filtering House is now possible.
