Error
Different behaviors are observed in Portal for ArcGIS when a CSV file is either added as an item in My Content or added in the Map Viewer. A warning is displayed when a CSV file is added to the Map Viewer and not all the addresses are found, but not when adding the CSV file as an item. The warning is only returned when first adding the CSV file.
