Error

Defining Overviews on an empty mosaic dataset will result in error 999999. According to the documentation, the Define Overviews tool defines the tiling schema and properties of the preprocessed raster datasets that will cover part or all of a mosaic dataset at varying resolutions. Since the actual overview images are not constructed by this tool, it seems like it should not be necessary to have rasters in the mosaic dataset in order for the tool to execute. But if you try to run this tool on an empty mosaic dataset, it fails.
