Default administrators are unable to share a survey publicly using the ArcGIS Survey123 website if the survey is created by a member without the privilege of 'Share with Public'.

Solución alternativa

1. Sign in as the administrator on ArcGIS Online.
2. Navigate to the items.
3. Update the sharing setting of the items.
4. Return to the ArcGIS Survey123 survey page.
5. Select the Collaborate tab.
6. Ensure that the 'Everyone (Public)' setting is checked.
7. Submit in an incognito window.
