Error
Date field is automatically converted to high precision when a feature class created using SQL queries is viewed in ArcGIS Pro Version 3.2.x.

The switch to high precision is expected behavior. The What's new in ArcGIS Pro 3.2 describes the change: "Query layers containing Date fields automatically display high precision values if they are present.
