A custom role with all privileges enabled is not equivalent to an Administrator role. This is expected behavior and is addressed in https://doc.arcgis.com/en/tracker/help/create-track-views.htm. "The privilege to view location tracks is granted to administrators by default and can be added to custom roles. Administrators create track views in the Track Viewer web app, defining the mobile users whose tracks are included in it."Solución alternativa
Use the default Administrator privileges to create a track.
