Custom print service published from ArcMap to ArcGIS Server does not have a distinct border in the legend created when using the Draw widget in Web AppBuilder for ArcGIS.

- This behavior cannot be replicated in cases where the custom print service is published as a Web tool from ArcGIS Pro 2.3.2
- The behavior cannot be replicated with the default print service of Portal for ArcGIS.
