Error
Custom locator in Portal for ArcGIS coming from a non-federated server service URL fails in the Geocode Table or Geocode File tools in ArcGIS AllSource and ArcGIS Pro.

1. Use the Geocode Addresses geoprocessing tool. 2. Set the number of batch geocoding threads for the utility service to 1. 3. Add the standalone service to Enterprise portal as an item, then use the locator item from the portal in the Geocode Table wizard.
