Error
Creator user types in organizations converted from development and testing to organizational plan after the ArcGIS Online June 2024 update are unable to log into ArcGIS Pro, and the error message "The number of licenses assigned to users exceeds the number of licenses available in your organization. Please contact your administrator to reconfigure your organization's licenses." is returned.

Solución alternativa
If there is access to a username that successfully logs into ArcGIS Pro:
- Log in to ArcGIS Pro with the working username.
- Log out.
- Try again with the original username with the Creator user type that was failing. This may fix the issue.
