Esri focuses its development efforts on the current generation of the ArcGIS StoryMaps products and has previously announced that the classic storytelling templates, which are currently in extended support, will be moved to mature support in October 2023.
As a result of this direction, the development team no longer considers enhancements to the classic templates and only considers critical-priority bug fixes.
This issue is either an enhancement or a bug that is not classified as critical, so the development team does not plan to address it in the classic Esri Story Maps templates.
ArcGIS StoryMaps is developed with modern technology and design patterns and the benefit of years of feedback received from the storytelling community about Esri’s classic storytelling templates. Although some issues and enhancements are never implemented in the classic templates, many of these are incorporated into ArcGIS StoryMaps or are being considered for future updates to ArcGIS StoryMaps.

Solución alternativa
Create a classic Esri Story Map Tour from an existing web map by navigating to Map Viewer > Share > Create a Web App > Story Map Tour. In the settings, change the layout from the three-panel to side-panel option.
