This seems to be an issue where the <a href="http://ASP.NET" target="_blank">ASP.NET</a> maxRequestLength limit is being exceeded. If you add the following to the web.config in <a href="file:C:/Inetpub/wwwroot/ArcGIS/Services" target="_blank">C:\Inetpub\wwwroot\ArcGIS\Services</a> under system.web... <system.web> <httpRuntime maxRequestLength="102400"/>it will allow a check-out that creates up tp a 100 MB workspace docuemnt to be created.
