Error

Consider adding information to the 'Using parameters with network attributes: Parameters on restriction attributes' documentation regarding point restrictions set at junctions. Junctions have a cost of 0, therefore the scalars for {Prefer: High, Prefer: Medium, Prefer: Low, neutral} will have no effect. There is also internal logic to notice when an attribute is set to Avoid.
