Error

Changes to pop-ups are not visible after changing the owner of a map image layer in Portal for ArcGIS to another user with administrative privileges and attempting to overwrite the service.

This issue is not related to item ownership. When overwriting a web layer, there is an option to use the item description from the web layer or use the item description from the map or layer. Select the second option to apply the metadata from the map or layer when overwriting.
