The reason is that Esri's home page and support pages do not allow themselves to be embedded. The documentation means that the URLs can be added as necessary, but whether or not it takes effect also heavily depends on the content. Some content does not allow itself to be embedded based on various reasons, like security; for instance, the header contains CSP that only allows for self-domain embedding. This is not controlled by the Embed widget in Experience Builder.
