Error
Attachments are not preserved when using the Append tool to move records from a feature service in ArcGIS Portal to an ArcGIS Online service.

Attachments must be enabled on the target in order to maintain attachments from the input into the target. The 'Maintain Attachments' option does not automatically enable attachments because the geodatabase modeling element often require administrative permission since it creates additional tables and relationship classes in the database.Solución alternativa
In ArcGIS Pro 2.7, the Append tool functions as design and retain attachments. Downgrading ArcGIS Pro at this point in time seems to be a workaround.
