Error

ArcMap and ArcGIS Explorer 1500 both have trouble opening some web maps that contain one or more services served with 9.3.1 in which the SOAP and REST endpoints are not configured to be the same URL. That's a separate known issue, but ArcMap 10.0 SP1 and 10.1 dev give you the message: 'Could not open the specified file' whereas Explorer 1500 opens up the web map and omits the problematic layer(s). Can we get that behavior in ArcMap?
