To use the web map created during the Survey123 Connect publishing process as the survey's default basemap, configure it before it will be used by the ArcGIS Survey123 field app. Set the default basemap used by all maps in the survey (in the ArcGIS Survey123 field app) by going to ArcGIS Survey123 Connect, clicking Map tab, and clicking the Basemap selector, and then publish or re-publish your survey.
