ArcGIS StreetMap Premium (SMP) data issue. RestrictedTurns are not honored in Hamburg, Germany, in the SMP Europe 2024.1 dataset.

Due to a limitation in the ArcGIS software turn restriction model, certain combinations of complex turn restrictions at the same intersection cannot be modeled properly. These are two of those cases of complex turn restrictions. The current release of the SMP network dataset does contain all the turn features from the data vendor whether or not the turns are being enforced by the ArcGIS software in the network dataset (that is, even though the turn features currently exist in the RestrictedTurns feature class, they are not being restricted in these cases). These turn features are going to be removed from future datasets, since they cannot be modeled properly. The turns at a complex intersection (i.e., having internal edges within the median(s)) need to be digitized such that they start and end outside the intersection – i.e., the turn cannot start or end inside the intersection (see https://pro.arcgis.com/en/pro-app/latest/help/analysis/networks/turns-in-the-network-dataset.htm). The vendor digitizes these turns to always start outside the intersection, but they usually end inside the intersection. For these left turns, these intersections are signed indicating that you can only go straight or turn right (implying that left turns and U-turns are not allowed). The vendor digitizes a left turn that starts at the intersection and ends in the intersection interior immediately after turning left, which prohibits both the left turn and the U-turn. Per Esri specification, you would need two separate turn features – one to model the left turn prohibition, and one to model the U-turn prohibition. The left turn prohibition would need to end on the street to the left that’s outside the intersection, and the U-turn prohibition would need to end on the parallel street going in the opposite direction.Pasos para reproducir
