This is by design. The item extent only exists on the item. However, when feature service capabilities such as update, edit and sync changes, the updateDefinition request pushes all the feature service default values into the item data including the feature service extent to the item extent. If users want to keep a different extent rather than the default feature service extent, it is recommended to create the hosted feature layer views. For more information, refer to https://doc.arcgis.com/en/arcgis-online/manage-data/create-hosted-views.htm.
