Error

ArcGIS Online Administrators or item owners cannot delete features if the capability is unchecked in the hosted feature layer's settings. However, the documentation states that the settings controlling editing access do not apply to Administrators or layer owners.

The owner and administrator can also perform these functions on the Data tab and when editing using custom apps. In future ArcGIS Online updates, they can perform edits in other maps as well.
