Error
ArcGIS Field Maps Designer is unable to package offline areas when multiple tile layers are present on the map, but they are not all included in the offline area.

A map area must intersect all tile layers when packaging. Ensure the requested extent includes all tiles. If this is not done, the exportTiles operation fails and therefore does not create a tile package.Solución alternativa
Create a separate web map for layers not included in the same offline area.
