This Issue is not reproducible. Loading of the dropdown is controlled and handled by Power Automate. The connector and action UI is responsible for where it can send the request. Also check if the Enterprise environment has all the necessary endpoints and ports open to talk to Power Automate.

Solución alternativa

If there are not any items marked as favorites in the Portal for ArcGIS, the layers needed to be used in Power Automate can be added as favorites. This reduces the number of items and, consequently, the request time. Alternatively, choosing to copy the Feature Layer URL to the LayerID (e.g. //featureserver/0) and paste it as a manual input is possible.

If the issue does not resolve the Server logs can also be checked to find out if there were any errors for this request.
