ArcGIS changes or drops MicroStation DGN attributes upon import. When adding the MicroStation DGN directly to ArcMap, the field used for tags are converted from text to numeric. When the MicroStation DGN is imported to a file geodatabase using the Import from CAD tool, the attributes from the tags are not maintained in any of the resulting attribute tables.
