Annotation feature layers are currently not supported in Portal for ArcGIS Map Viewer. Refer to the related enhancement ENH-000124109 for this capability.

Solución alternativa

This issue does not seem to be reproducible if the font size of the labels does not change before using the 'Convert Labels to Annotation' tool.
