The orange line represents the ground or surface elevation. The blue line (feature line) is not aligned to the ground and, as a consequence, it cannot follow the ground's surface profile. Changing the feature line's elevation alignment to 'On-the-ground' lets the line be draped on the ground and follow the ground's surface.
