An external ArcGIS Online organizational member is unable to see the point features of the ArcGIS Survey123 field worker view layer that is shared to the group.

This behavior is by design. The Stakeholder view created by Survey123 is used to view data, and the Fieldworker view is designed to submit data. Hence, the allowOthersToQuery property is set to false. Use the Stakeholder view instead because an external organization member is able to view data in Map Viewer.
