An error is received when panning or zooming using a cached map service in ArcPad on a device running Windows Mobile or Windows Embedded Handheld.

Finally, disable the option for 'Default to Automatic Refresh' in Options > Server tab in ArcPad. This prevents additional tiles from being requested during panning/zooming while in a disconnected environment.
