All fields show in pop-ups on ArcGIS Experience Builder when pop-ups in Map Viewer are configured to not have any fields by removing the fields list.

Ensure there's a field list present. If it's been removed, navigate to the pop-up configuration in Map Viewer, select Add Content, select Fields List, and save the layer prior to saving the map.
