Error

After updating the Portal for ArcGIS URL in the ArcGIS Server Administrator to the ArcGIS Enterprise web map page, the error message, "Not Licensed" is returned when accessing a REST API Web service or creating a new web map.

Solución alternativa

This workflow does not return the same error message on ArcGIS Enterprise 10.6 and 10.7.1 portal.

Keeping the default Portal for ArcGIS URL, www.arcgis.com/webmap is possible. However, there is no seamless workflow when using the REST API Web service for content creation to the ArcGIS Enterprise stack.
