Error
After the June 2025 ArcGIS Online release, the Export option is not available in ArcGIS Experience Builder for referenced services from Portal for ArcGIS, unless export is allowed in the item details settings page in portal.

This is the designed behavior. If 'Allow export' is enabled in the ArcGIS Experience Builder settings for a hosted feature layer, the current user's role and the item's sharing permissions are also checked at runtime. Enable the 'Allow others to export to different formats' toggle button in the item details settings page in Portal for ArcGIS for the referenced item.
