This issue is fixed for the Environment map basemap.Solución alternativa
Save the underlying web map's basemap as the Environment map in ArcGIS Online Map Viewer Classic. If ArcGIS Web AppBuilder is launched using a map with the basemap set to the Environment map, the basemap draws correctly.
