The relate must belong to the main report data source. In this case, the relate is on the table (not the feature class), and therefore cannot be used. If user create a report using the table and follow the workflow, the relate appears on the Create New Related Report. Please see the note under step four: https://pro.arcgis.com/en/pro-app/latest/help/reports/add-a-related-report.htm
