Solución alternativa

1. The output parameter must have a datatype of Feature Dataset, not String, when designing the tool.
2. A few improvements can be, where the dwg must be having a type as File. This type also allows providing a URL for the input at REST.
3. The wkid type can be changed to Spatial Reference, a new type supported starting at 11.4. The urlretrieve downloaded file appears to corrupt the CAD file; although it shows the same size, the downloaded file cannot be converted to the feature dataset correctly.
