The following are possible workarounds to resolve this issue:

1. Change the force axis order in ArcGIS Server Manager. If the desired response is latitude, longitude, set the force axis order to longitude, latitude. Conversely, if the desired response is longitude, latitude, set the force axis order to latitude, longitude.
2. When querying the service, use longitude, latitude values instead.
