A user with a custom role with all privileges and rights enabled cannot access secured services added as items in ArcGIS Online if they are not shared with the organization or a group.

Solución alternativa

Share the item within a group or ensure the user with the custom role is the owner of the item.

Notes

• Default administrator roles can access the secured services.
• The issue is not reproducible with non-secured services or items.
