A subprocess call will not run when running a python script in ArcGIS Pro versus IDLE or any IDE.

The problem in the tool is in the subprocess.run call. Pro Python 3.6 environment is mixing with the Python 2.7 subprocess's environment. This can be avoided entirely, simply by calling the 2.7 python.exe with Python's -E flag
