Error

A parcel created with the Parcel Remainder tool does not retain the COGO distance values when performed on a parcel with scale and rotation.

This behavior is as designed. The minimum scale tolerance is 1.2 and the minimum rotation tolerance is 5 decimal degrees for parcels before lines will be inversed.
