Unable to publish Parcel Fabric Layer to Portal for ArcGIS from ArcGIS Pro

Description

Attempts to publish a parcel fabric layer to Portal for ArcGIS from ArcGIS Pro fail. In some cases, the following error message is returned:

Error:
002934: Failed to publish web layer.

Cause

  • The service account specified when configuring Portal for ArcGIS is different from the service account specified when configuring ArcGIS Server and ArcGIS Data Store. All components in ArcGIS Enterprise must use the same service accounts.
  • The ArcGIS Server account does not have permission to the DataStore and arcgisdatastore folders.
  • The parcel fabric contains layers with joins.

Solution or Workaround

Depending on the cause, select one of the workarounds provided below.

Configure Portal for ArcGIS to use the same service account as ArcGIS Server and ArcGIS Data Store

Portal for ArcGIS, ArcGIS Server and ArcGIS Data Store can be configured to use either a Domain account, local account or a group managed service account (gMSA). The same service account type must be used for all components in ArcGIS Enterprise.

Grant the Data Store, arcgisdatastore, and Python27 directories permission to the ArcGIS Server account

Note:
Completing this workaround may require assistance from the organization's IT department.

The default locations are in the following directories:

  • The Data Store folder:
C:\Program Files\ArcGIS
  • The arcgisdatastore folder:
C:\
  • The Python27 folder.
C:\Python27

Follow the steps below to provide permission for the folders.

  1. Navigate to the Data Store, arcgisdatastore and Python27 folders.
  2. Right-click the folder and click Properties.
  3. Click the Security tab.
  4. Select the ArcGIS Server account from the Group or user names list.
  5. Click Edit...The Edit icon.
  6. Check the Allow option for Full control.
  7. Click OK.
  8. Restart the ArcGIS Server service. Refer to ArcGIS Server: Start and stop services for instructions.

Remove any joins present in the layers contained in the parcel fabric before publishing

  1. In ArcGIS Pro, in the Contents pane, expand the parcel fabric.
  2. Right-click the join layer and click Joins and Relates > Remove All Joins.
